Section 24 Verse (1) Basic Law of Indonesian Republic year 1945 said that judge Power is an independent power for handling court to upholding the law and justice in order to upholding law and justice, it needed law enforcement ( judge, prosecutor, and policeman) who has good moral integrity as a guarantee to do their job. for that purpose, the existence of judicial Commission, Prosecutor Commission and National Police Commission is has to be, there is as an independent institution who has asssigment to take care law enforcement ethics as written in section 24 B that Judical Commission is independent, has authorty to suggest raising of noble judge, and also to take care the honor of all judge behaviour
