Govermental operation and administration indicating heavy executive impresionaccured both in the old order and new order as the president authority was dominent the negative impresition has been corrected during indonesian national jurney until the reform order was born to bring a new nuance of establishing democratic goverment towarda strong civil society however, today politucal parties proliferation emerges and is dominated by fredom euphoria rather than development and social framentations not only among political elites but also among individuals in the society as a whole.
