The appereance of welfare state concept in europe,where social economy activity was formerly considered as individual activity out side of state function scope,change into part of welfare state responsibility. in tradition of western europe states and united states, at first just only political charates devoleping into social and economic institution as shown in constitution of socialist states. our founding father has showed the concept of welfare state for indonesia after independence. it was reflected from the ideas of soekarno and moh. hatta in providing the motif indonesian democracy as political and economic democracy. soekarno mentioned that indonesian democracy was politeike rechtvaardigheid and sociale rechtvaardigheid whereas moh. hatta said thet the state which wanted to establish in the fute as leadership stae of welfare state.
