Abstrak

        

The following article is in the big theme framework of how to implement good governance in a local government. The assumption is that the development of good governance will be easier if it is started from a public service sector. Therefore, the renewal of public services can be used as an entry point and a prime mover to drive its change because, the values characterizing the practices of good governance can be relatively easy to be translated and manifested through the public services. Values such as efficiency, fairness, transparency, and accountability can be measured easily in the practices. The analysis in this article shows that responsive local government institutions are determinant factors to realize optimum public services. In fact, building them is a necessity and it is necessary to identify the barriers that make them less responsive to the demands and needs of society. Based on the responsibilities, government bureaucracies can bedevided into at least three; those that make policies and regulations, those that hold services, and those that impose citizen to obey the regulatory standards and norms. According to this analysis, it is concluded that in order for the institutions to be more responsive, it is necessary to have variety of bureaucracy reform strategies depending on the type of their responsibilities.
