Abstract: Building has strategic role in developing character, productivity and personality of people who live inside it. Another function of it is including following purposes; place for doing daily activity, housing, religious activity, business, social and culture activity and another specific purpose of living. Nowdays, it is often found the decreasing of buildings function caused by the lack of availability of budget, including for preservation, changing function, and routine care and maintenance. The decreasing of the building quality is caused by its age as the process of material obsolescent and the change of its function have been happening gradually time by time. This situation creates serious problems that endanger the people who live in it, such us the lack of the security level on its structure and the shortage its comfort. Based on the issues is very possible the dcrease of quality of the environment on the building. On the other hand, there is limited capability of local government (Pemkot Semarang) to provide control and license mechanism that guarantee the quality of buildings with some characters such us functional, productive, secure, good design, reliable, strong structure and based on the concept of building environmental friendly. This research has aims to evaluate buildings structure and its environmental condition. The objects of the research are two government buildings owned by Pemkot Semarang. The evaluation to the building structure feasibility and environmental condition is based on ministerial regulation of Public Work no. 29/ PRT/ M/ 2006 about the Guidance of Technical Requirements of Building Construction (Pedoman Persyaratan Teknis Bangunan Gedung). The results of the evaluation to the two objects show that there is a degradation of the buildings quality both in its structure and in its environmental monitoring system.
